Primary Purpose

This position will give direction to and assumes administrative responsibility for the Academics and Accountability Division, which includes

Curriculum & Instruction, Bilingual/ESL services, Career and Technology services, Counseling/Guidance, Accountability, Professional Development, Early Childhood, Special Education, Fine Arts, and Strategic Planning and Innovation. 

 

Qualifications:

Proven experience with leading curricular and instructional programs.

 

Certifications:

Master’s degree, valid Texas Teaching Certificate, and Administrator or Mid-Management Certification (Doctorate preferred)

 

Special Knowledge/Skills:

  • Knowledge of curriculum & instruction 
  • Skilled in curricular and instructional best practices
  • Ability to evaluate instructional programs and teaching effectiveness 
  • Strong communication, public relations, and interpersonal skills 
  • Skilled in effective and continuous improvement strategies 
  • Knowledge of state and federal accountability 
  • Ability to manage budget and personnel 
  • Knowledge of Response to Intervention (RTI)

Experience:

A minimum of three (3) years’ experience as a classroom teacher and seven years’ experience in instructional leadership roles, including principal. At least two (2) years as an instructional leader at central office and/or at the state/regional level.

 

Essential Job Functions:

  • Provide leadership for innovative curricular/instructional program development. 
  • Ensure that all educational programs and activities align with local, state, and federal laws. 
  • Assist the Superintendent in the determination of resource allocation and service level according to established policy.
  • Oversee the preparation and execution of the budget for the Academics and Accountability Division. 
  • Work to improve the quality of educational services and programs, and assist with the implementation of educational programs and procedures.
  • Ensure achievement of Manor ISD goals, along with the implementation of a District Strategic Plan / Innovation. 
  • Work cooperatively with leaders of other administrative programs to integrate and coordinate individual efforts to create a unified district program.
  • Devise comprehensive and effective systems of data management while keeping in accordance with the needs of the district leadership, programs, policies, regulations and laws affecting respective programs. 
  • Remain abreast of development and innovations in the field by reading current literature, attending professional association meetings, and conferences. 
  • Prepare and submit reports and other documents as requested by the Superintendent; oversees development and publication of other documents within the division. 
  • Initiate development of new programs, self-supporting services and strategies for streamlining services. 
  • Plan, design, implement, evaluate and coordinate delivery of services; and determine and implement appropriate changes and improvements to ensure effective and cost-efficient programs. 
  • Research and analyze administrative, fiscal and operational issues; review findings and implement solutions. 
  • Attend all regular Board meetings; prepare and present board reports to the board. 
  • Serve as a member of the Superintendent’s executive staff and attend all Superintendent’s Cabinet meetings. 
  • Develop, evaluate and make recommendations to the Superintendent regarding policies and procedures governing the operation of the district’s schools, academics, accountability, assessment, bilingual/ESL services, career and technical services, curriculum, professional development, technology, special education and strategic planning operations.
  • Provide direction and supervision over the various services provided, which include bilingual/ESL services, curriculum, accountability, professional development, technology, special education, counseling, and strategic planning. 
  • Select, train, supervise and evaluate staff.
  • Develops, updates, and maintains all district policies.
  • Reports and updates policy changes or amendments to the Board of Trustees.
  • Participates in and actively supports the district-level decision-making process to establish and review the district’s goals and objectives. 
  • Implements policy established by federal and state law, SBOE rules and local board policy related to curriculum and instruction. 
  • Dependable and reliable performance and attendance. 
  • Perform all other duties as assigned that are consistent with the general requirements and qualifications of the position.

 

Supervisory Responsibilities:

Supervise and evaluate the Executive Director of Accountability, Director of School Improvement, Director/ Coordinator of C & I, Director of Special Education, Director of Fine Arts, Coordinator of Advanced Academics, Director of Bilingual/ESL Services, Director of CTE, Director of Counseling, Director of Early Childhood, Director of Math, Director of ELAR and Literacy Coordinator.

Regular district-wide travel to multiple work locations. The employee may spend long hours in intense concentration which requires attention to detail. There are a number of deadlines associated with this position, which may cause significant stress. The employee must also deal with a wide variety of people on various issues.
